Overview
The town of Angier, NC has adopted the following codes:
Angier, NC Muni Code § 5-22 (Building Code); § 5-23 (Residential Code).
Per a telephone conversation on March 4, 2020, between a PLRB staff member and Emily Dail, Code Enforcement Officer of the town of Angier, NC, Harnett County, NC Inspections Department performs all inspections.

Ice Barriers and Drip Edges
According to Table R301.2(1) – Ice barrier underlayment required is determined locally. The code also requires ice barriers where either the average daily January temperature is below 25°F or if so designated in table R301.2(1) by the local jurisdiction. 2018 NC Res. Code § R905.1.2 – Ice Barriers.
The drip edge requirement that would typically be included in the model code appears to have been deleted. 2018 NC Res. Code § R905.2.8.5.
Per a telephone conversation on March 4, 2020, between a PLRB staff member and Jennifer Brock, Senior Permitting Technician for Harnett County, NC Inspections Department, drip edges and an ice barrier are not required for either the town of Angier, NC or Harnett County, NC.

The 2018 North Carolina Residential Code is based on the 2015 IRC. The regulations were adopted by the North Carolina Building Code Council on June 13, 2017, to be effective January 1, 2018. The code includes the adoption of the following appendices:

Existing Buildings
Existing buildings, meaning buildings that were built in accordance to code at the time of
construction, typically merit extra consideration in a current updated code.

R102.7 Existing structures.
For requirements of existing structures, refer to the North Carolina Administrative Coded and Policies and the North Carolina Existing Building Code.
R102.7.1 Additions, alterations or repairs.
Additions, alterations or repairs to any structure shall conform to the requirements for a new structure without requiring the existing structure to comply with all of the requirements of this code, unless otherwise stated. Additions, alterations or repairs shall not cause an existing structure to become unsafe or adversely affect the performance of the building.
